A Victorian villa in Torquay will be turned into 11 apartments.
Torbay Council approved the plans to turn Thurlow House, in Thurlow Road, which was most recently used by the Probation Service, into apartments.
Councillors voted unanimously to approve the proposal which included seven of the apartments in the main building and four in a former coach house.
Architect Chris Kenny said the project would create "much needed residential units".
'Desperately needed' housing
He said: "We think it's a really sensitive development on a brownfield site.
"It will support a local developer and local workers."
Councillor Mandy Darling said the development would deliver housing that was "desperately needed" in the area.
The Torquay Neighbourhood Forum had some concerns about the loss of the historic windows in the property and limited car parking, but believed the benefits significantly outweighed the harm, the Local Democracy Reporting Service said.
Committee chairman Martin Brook said: "What a dramatic improvement this will make.
"Being a person who loves his heritage, I'm delighted with this plan."
