Who could county partner up with in restructure?

Gloucestershire is considering which councils it could work together with in order to form a unitary authority.

It comes as part of a government push for devolution which would mean a major redesign of local authorities to streamline services and give regional mayors more power.

Gloucestershire's council leaders are now weighing up which of its three neighbours it could potentially team up with in the future, with a choice between Herefordshire and Worcestershire, Swindon and Oxfordshire, or WECA (West of England Combined Authority).
