Audit urges better States workforce planning

A review has called for better planning to recruit and keep staff who work for Jersey's government.

The Comptroller and Auditor General, who oversees how public finances are spent, said there had been some progress to improve the arrangements for workforce planning.

But Lynn Pamment argues key elements of routine and good practice to find and keep staff are not evident across the States.

Jersey's government welcomed the report, saying key issues were being addressed.

The audit examined procedures across various departments, including Children, Young People, Education and Skills, Health and Community Services and Infrastructure and Environment.

It found that there were no education and training plans to address skills gaps or create a pipeline of newly qualified professionals.

The States of Jersey, employing around 14% of the Island's workforce, spent 34% of its total expenditure on staff costs in 2023.

Ms Pamment said: "Some progress is being made to improve the arrangements for workforce planning, recruitment and retention, although it has been recognised by the States Employment Board that this is much slower than anticipated and needs to be progressed at pace."

'Nurturing talent'

Deputy Malcolm Ferey, vice-chair of the States Employment Board, said: "This report is a snapshot in time, and many issues raised have already been addressed.

"Since the audit, we have implemented the frameworks, policies, and processes needed for a safe and effective recruitment process.

"Last year, we saw a decrease in turnover, with more employees remaining in public service roles.

"As the largest employer on the Island, we are committed to developing and nurturing our talent to ensure we provide effective public services to islanders."
